Dave Hubeny

David (Dave) Hubeny, MPA, CEM 

Dave Hubeny is the Executive Director for the Office of Emergency Management at Binghamton University. He has worked in the emergency services field for over 30 years and is a Certified Emergency Manager (International Association of Emergency Managers).  Dave created the first emergency management program within the State University of New York system and has supported the development of programs at other institutions of higher education. 

Dave served as the national chairperson for the International Association of Emergency Managers (IAEM) Universities and Colleges Caucus. Additionally, Dave is an adjunct instructor at Binghamton University, having taught classes in the School of Nursing as well as the Master of Public Administration and the Master of Public Health programs.
